    The opportunity:

    Commercial expertise is required, particularly with notable experience in procurement methodology, contracting options and tender development, to assess and develop contractual vehicles to deliver the required capabilities in a manner which delivers effectivity, efficiency, and value for money. Future contractual arrangements are expected to be developed utilising the Australian Standard for Defence Contracting (ASDEFCON) suite, tailored to the product and service requirements.

    Responsibilities

    Activities identified to be undertaken include (but not limited to):

    • Analysis of the current contracted scope.
    • Undertake a gap analysis of current contractual agreements to business unit requirements and capability delivery outcomes.
    • Conduct market research.
    • Advise the Commonwealth on the best approach to market.
    • Outline the boundaries, deliverables and objectives of the programs.
    • Undertake knowledge transfer and upskilling of Commonwealth personnel within the directorate.
    • Establish a pricing model for the support requirements.
    • Engage with Commonwealth stakeholders to determine requirements.
    • Liaise with stakeholders and support agencies to undertake contracting activities.
    • Undertake an open tender approach to market to replace the current arrangements.
    • Develop and prepare all tender artefacts, plans and approval documentation for delegate approval.
    • Assist with tender evaluation.
    • Represent the Commonwealth interests in negotiations to achieve value outcomes.

    Essential:

    • The successful candidate will have a strong background within a business management or contracting organisation.
    • Tertiary qualification in Bachelor of Law, Business or equivalent is desirable.
    • Experience in Defence and Commonwealth Government procurement and contracting policy and practices.
    • Experience with performance-based contracting and balanced scorecard within the Defence and Commonwealth environment including use of ASDEFCON
    • Experience in financial planning, pricing, planning, billing procedures and contract administration.
    • Experienced user of MS Office products.
    • Has NV1 Clearance
